They answer different questions and are allowed to disagree. This page reads the updatedfield in each article’s frontmatter: a judgement, made by the person who saved the edit, that a reader would notice the difference. One date per article, deliberately not moved for a typo.
Recent changes reads the revision table. Every save appears there, including the ones an editor decided were too small to redate, and the same article can appear several times in an afternoon. Where the two differ, the field is the claim and the log is the record.
The log could supply a date for every article without anyone typing one, and that is the argument for deleting this field. It is not taken, because the two dates mean different things: a timestamp records that bytes were written, and updated records that the article changed. Fixing a broken link writes bytes and changes nothing.
What the log did change is that the claim is now checkable. Before the corpus moved into a database, an updated value could be anything and nothing could contradict it. It can now be read against the record of what was actually saved, which is what the panel at the top of this page does. Editorial policy sets out when the date moves.
